From its very outset, TAPE has supported the functions that comprise the core of PMSS-2. This core set of functions are a fundamental part of not only what we do as consultants and subject matter experts, but also how we run our own small business. We deliver performance based program management results for all our clients as well as enterprise-level government agencies and commercial companies. We focus on how program managers can deliver better results, exceed expectations at all levels, and manage for success. We understand metrics and measures as well as human behavior: how people operate under these metrics, especially when they are aware of being observed and measured.
TAPE's core competencies align with the PMSS-2 mission and scope. We perform the full range of functions required by PMSS-2, including program management and process improvement services, advisory and assistance, general program, budget, schedule, and technical support. WE help our Government clients deliver better results to major programs on the enterprise-level and global scale-without ever compromising the quality of our performance on day-to-day matters.
The TAPE Team of small and mid-size businesses brings unique value to the Army. First and foremost, the team has the agility and flexibility to respond-there are no bureaucratic hurdles to overcome. As a team, we have an in-depth understanding and a wealth of experience applying Army and DoD acquisition policy and procedures. As shown in The TAPE Team, TAPE is joined by teammates with program management, technical strengths, and niche expertise in each of the nine functional areas. By selecting team members with management and technical expertise, our program management support will be based on knowledge of both the task being conducted and the most effective tools and techniques to assess, plan, manage, execute, monitor, manage, and control each task to a successful outcome.

The TAPE Team's broad base of Army and DoD program and technology experience provides in-depth understanding of the mission challenges faced by PEO EIS and CIO/G-6. Our team has the necessary skills, experience, and capabilities to bring together subject matter experts (SME) in all nine functional areas to deliver fresh, innovative ideas and approaches. The TAPE Team's members were individually selected based on their capabilities and knowledge of PEO EIS operations and DoD policy and guidance to offer PEO EIS the best possible team. Our team is not dependent upon one company delivering the required services. We will bring the best available talent to the contract to ensure that we exceed customer expectations as well as contract requirements. Our team's depth and breadth, allows us to integrate new technology, business processes, and life cycle support with comprehensive resources to meet the evolving needs of PEO EIS and its product managers.
The business rules are embedded and automated through the PMSS2 Portal Platform, depicting a high-level conceptual view of inputs and outputs of the PMSS2 Portal Platform. In addition to supporting workflows and business rules, the tool provides capabilities for internal and external reporting. External reporting and metrics are driven by internal constructs of the platform and are fed by opportunities, TORs, and task orders. Operational business rules define processes, role-based responsibilities, and accountability for PMSS2 task order and contract execution. Internal metrics provide guideposts that allow the team to measure its effectiveness in performing business management functions supporting this program. By implementing the tools in the Portal Platform to track internal performance, the TAPE Team provides the best value for contract management and task order execution for our Government partners within the specified contract startup period.
